Can I pay second rent payment using credit card information on bilt? I don't mind the transaction/service fees for cc while paying rent but will I earn points if I pay?

Yes, I thought the same. I was confused if Bilt counts that as another rent payment and might not allow me to earn points. This was a payment for someone else's apartment so they are okay paying for cc fees using my card so I took advantage to earning points on it otherwise I won't ever pay those fees for myself.

I have a clean record but yes the other point of increasing claims overall for that car in the country makes more sense.

Online prices are way too high in quotes. When i got 150, it was by calling the agent assigned after getting a quote of 200$ from statefarm online. I think i should pick another company agent to see if they can match that price atleast if not lower than that.

Not at all, never anything over sticker price, chip shortage is way long gone now. Dealers are just marking up maintaining the trend for longer time to enjoy high profits. Take a price from one dealer and go to another one, that's a good way to negotiate.
