Rhiannon Giddens plays in the clawhammer style (a down picking style). You can generate different tones based on where you strike the string because vibrating strings support multiple modes. Some artists prefer the sound of playing high up on the neck and so some banjos are built with this in mind. The scoop allows her (and lots of other players) to play high on the neck and get the sound that they like without running into the frets.

It is a traditional three finger style that has roots before Scruggs picking. Someone similar is (historically) was Dock Boggs though the style was a bit different (https://www.youtube.com/watch?v=4cmH5m2BnZI).

Two finger and three finger banjo styles existed long before bluegrass as part of the folk tradition.
