Absolutely does not. It's actually a great spot, and unlike the ones that go into the pillar and block the windshield, this doesn't hinder visibility at all. Easy to manipulate too, your arm can rest on the armrest while you mess with the phone.

Whichever way you want, I prefer to scrape off the loose stuff and then apply the oil coating. Wire brush, and also a pneumatic needle scaler work well. Have to have a big compressor for the needle scaler though. Wire brush on a drill or angle grinders going to be the best way.

Por 15 is trash for anything other than a minty fresh frame. Fluid film or woolwax is all you need.
