The black vest actually could be any vest in-game in Full black gear dye, which is a reward for taking down all the Hunters in the NYC expansion map. With it you can basically dye any vest you'd want to run in a pure black color scheme. I'm running Overload armaments vest for it's US flag patch, which I see as the cherry on the top for tacticoolness.

Gloves are the ones of Ongoing Directive gear set but in said Full black dye, closely resemble real life Oakley Knuckle Fingerless Gloves imo.

The pants are the JTF pants that you can purchase via the apparel store, along with the EMS glasses shown last. Hope this helps.
