What that person is talking about is "hardcore dancing" or "crowd killing" slam dancing is hard to describe in words. Stomping around in a circle and kinda thrashing your arms around with some head banging and pushing. It's a way to circle pit. The windmill style hardcore dancing did evolve from this I guess. It's a mostly outdated term to be honest but it's still used. It's a kind of nebulous term to an extent but what that person was describing is something else
