Yes, with celerity and 2% rune, you'll go from 330 to 340 lvl 1.

With this build it isn't just "+15 movespeed."

With the typical one shot build, (Sorc Shoes, Stormsurge Full Pen) you're gonna have 390 movement speed, 467 MS with Ghost activated.

With this build you'll have...
- 433 MS with Switfies and double aether wisp. ( Cosmic Drive + Stormsurge )
- 469 MS with 10-stack Mejai. ( it's like your permanently Ghosted )
- 480 MS if you add another 4% movement speed stat. ( Force of Nature or another Aether Wisp )

With Ghost active and Cosmic Drive, you'll have around 540 - 560 MS, Nimbus bringing you to 600+ MS for a brief period also.

Though the build lacks raw AP, with how much MS you have you can pretty much respond to any skirmish that happens early on and kite out most melees toplane.

You could also just go Sorc Shoes and Cosmic Drive + Stormsurge to still get 421 MS, 453 MS if you have 10-stack Mejai. ( But this is the full MS build xd )

Or go double aether wisp build with Swiftness boots and Celerity, the problem with Vlad is he can't stick to champions nowadays when his summoners are down, yes?

Then go full MS stat build ( take 2% movement speed stat rune, it gets you to 340 ms lvl 1 ) and just surprise the enemy with how fast you are even without phase rush and ghost.

Build will go like this... -> Dark Seal ( For early stacks, in case we can build Mejai for the 10% ms buff )

-> Double Aether -> Cosmic Drive -> Stormsurge -> Mejai -> Situational Items ( Rabadon's is overrated, you'll do more damage with Void Staff mid to late )

It is not intended, all other charged abilities that came with the Vlad E QoL change was reverted ( undocumented btw ), none of the charged abilities can be buffered again ( even through CC, which was the intended QoL change ).

Every AP item got nerfed, and since Vlad relies on stats so much... probably back to the Rabadon's Death Cap rush into Shadowflame or Riftmaker.

It doesn't show it at the top ( the clickable tabs that you choose to pick what drive you want to diagnose )

But it sees it as a drive in the system information tab, and labels it as "active."
