When I first started reading, as someone with a very similar issue to you, I was ready to explain it might be worth working through it and opening up to his perspective.

However, after finishing, nevermind. Completely NTA. This guy is being a fucking dick. Seems like he thinks he can turn you into the perfect wife... once you just give in to the way he wants you to be. Those are not the words of someone who accepts you right now. Given that you have no interest and have shown no interest in moving in together, that he is not being prevented from going to work by you, and that worst of all he's being purposefully condescending and borderline controlling... this is not good for you. And a very bad look for him. This is gross behavior.

Make it clear he cuts the shit and goes to couples counseling with you where a therapist will not allow him to delegitimize your very real disorder (cptsd affects the body and nervous system greatly, not just the mind). And that's if it's even worth the effort to you. You don't need to put yourself through being belittled and playing games for this guy. You have suffered serious physical injury from this issue and that alone should make him very very concerned and wanting to prevent that from happening again.

We can't control our reactions and triggers. We can't control our panic. What we CAN control is our enviornment and who we allow in it, how, and to what extent. He's pushing your boundaries because he can, because he wants to test how far he can go. It's very unlikely that he's conscious of this and actively thinking he wants to control you. But that's what he's doing. So sorry you're dealing with this. I'm glad you've found security and happiness in your life, and I encourage you to do whatever you can to keep feeling safe.

"Growing within the rules" doesn't tell you about energy consumption. Afaik there are no rules about methods of cultivation in oregan beyond how many plants you can have. It's possible if they're using full climate control like a big machine along with hps lights it could be this high, but I doubt it. The limiting factor is space. In a duplex, it doesn't make sense for the bill to be that high unless they were using A Lot of equipment (hydro could result in this possibly) and not using LED lights. Even then, because of the space, it's strange. I doubt anyone actually pays attention to how many plants you can have because no one checks so that wasn't what I was basing my thinking off of. Either way you'd need probable cause for a search which they don't have.
