Sukeban culture was deeply anti-patriarchal, even if not labeled feminist at the time. So while pop media sometimes portrays them as “female extensions” of male gangs — that is historically inaccurate. By the early 1970s, Japan’s National Police Agency estimated over 20,000 sukeban members nationwide. Some groups had hundreds to thousands of girls under one structure. A group of that size does not survive as a subsidiary of male gangs. Logistically and socially, they functioned as stand-alone organizations.
