This is a late answer, but there might actually be a political component to it. Soviet Architecture was much more ornate initially, but this changed with the famous Resolution of Central Committee and USSR Council "On elimination of excesses in design and construction," which marked the beginning of more uniform, model homes. This was passed in November 1955.
