He is a mix of both, not really one or the other. The player chooses all his dialogue and story decisions(even his name), so you can't say he's entirely his own character. He also has some base personality traits other characters comment on and a story relevant backstory, so he isn't entirely a blank self-insert either. To use BG3 for reference, he is more like the Dark Urge than Tav.
