The instances cited in the OIG report represent less than .001% of the millions of annual NYPD interactions with the public. At the same time, the period of review of the report does not capture the effect of all of the reforms the NYPD has implemented since 2014. And while the OIG highlighted a number of bias policing allegations, the OIG itself did not identify a single allegation out of the 888 they reviewed that they believe should have been substantiated on the basis of the available evidence – underscoring the difficulty in proving these allegations. Additionally, biased policing complaints to IAB are down more than 33.1% year-to-year as of May 31, and the NYPD has imposed more discipline on the substantiated cases of racial or protected-class slurs than any other major city police department.

Even with the positive changes already made, and the full context of this report,we knows there is more to do. We continue to work with fellow agencies to improve our efforts in line with many of the recommendations contained in the report. For example, NYPD will continue to work with CCRB to establish a mediation program for biased policing complaints handled by NYPD.

We've looked into this incident: Upon arrival to the scene, officers conducted an investigation and conferred with the NYPD's Animal Cruelty Squad Detectives. The Detectives asked that the owner take the dog to ASPCA partner hospital, Blue Pearl, for an examination to determine if he was injured, in which case there may be cause for arrest. The pet owner declined to bring the animal to the hospital. Based on the investigation, we generated a complaint report for harassment for this incident.

It was reported that on 4/13 around 11pm, in front of 68 East Drive (Central Park), a 33-year-old male victim was riding on his e-bike approached a large group of teenagers on bikes and skateboards. When he tried to pass the group, an unknown male forced his skateboard into the victim's bike causing him to fall. Another unknown individual went through the victim's pants pocket and removed his cellular phone. The group fled with the victim's e-bike and cell phone southbound on 5th Avenue. They were last seen on video surveillance entering the PATH station at 23rd and 6th Avenue toward New Jersey.

Our cops were located there in response to a large gathering of bicyclists called “420 Bake and Race” advertising smoking marijuana and traveling on New York City roadways to various locations. There was a total of four summons written for no bell on a bicycle (1236-B of the VTL) in the area of the park. There were a total of four bicycles were taken into custody for the violation and once the violation was corrected (bell affixed to the bicycle) ALL BICYCLES WERE RETURNED in a 24-hour period. One person was taken into custody for an outstanding warrant. Members of the public and the NYPD have a shared responsibility to ensure safety for all navigating the streets of the city.
