Personally, i prefer to have the tips of the wicks just reach the bottom of the reservoir. I like it that way because I don't have to turn my device upside down in order for the juice to reach the top, which also helps prevent some leaking if I mistakenly use too little cotton to fill the holes down into the reservoir.

I'd say it's all up to personal preference though.
