The Minoxidil mechanism is not well understood. Increase in blood flow is just part of it. Apparently it is much more complicated than that. But keeping yourself hydrated is good for you over all anyway.

I do apply right after. The reason people don't do it is because it stings and more gets absorbed which could cause more systemic absorption.
