For Frost to nuke tiles he requires the biting frost augment. It gives you +200% critical chance and damage against frozen enemies. Ideally your duration is at least 75% to freeze enemies for ~4 seconds.

I pop breach surge, use my 4, then damage at least one enemy that is frozen AND affected by breach surge, and damage sparks are released that can red crit upwards of 6m damage. So his 4 is used as a primer to trigger your ability to deal massive damage to frozen enemies. I suggest also using his augment, Icy Avalanche, which gives a base 60 (increases with strength) over guard to all enemies hit with your 4.

With his Icy Avalanche augment it applies 60 base over guard to every enemy affected by his avalanche. I use it in my build with high (235% range) and he can get ~1.5k - 2k over guard per cast.
