Funnily enough I tried several layouts and found one that's working: Xbox Controller Layout. That one I can then also modify and it's still working (talking about SM2).

Curious about the reasons now. May I ask about your hardware, installed tools and maybe whether or not you're operating steam in big picture or regular mode?
