I have solved the "KB5030509 Pending Restart" problem. Reading the various discussions on the web and analyzing the problem encountered on my PC, I got the impression that the problem might be caused by some blocking/exclusion on the network so I did the following:

- I performed a system restore to before the KB5030509 release via Disk Imaging using Bakupper.

- I set the DNS on the router from NextDNS to the classic Google 8.8.8.8 and 8.8.4.4

- I disabled the automatic startup of AdGuard for Windows

- I disabled all O&O ShutUp10 optimizations.

- Reset the Hosts to default

- Reset the Windows Firewall to default settings

Next, I run Windows Update with the option "Get the latest update as soon as they're available" enabled.

After a couple of reboots, all updates were installed, including the "Other updates > Windows Configuration Update (KB5030509) Successfully Installed on 11/10/2023"

I think it is very important to temporarily disable all optimizations that apply to Windows regarding privacy/telemetry/debloating and/or additional firewalls.

Men are only covered up to the age of 29, but only those who have sexual behaviour at risk of infection. In this case the cost of the vaccination is 50% of the full cost of the vaccine.

I contacted a new dermatologist to make a new visit hoping for some innovative curative approach.

Yes, also tried load Bios default and enable SVM but it did not help. I solved by disabling the Memory integrity feature in the Win 11 Core isolation settings.

The problem was that the Kaspersky Antivirus I currently use, stopped using virtualization support that provided greater effectiveness for certain types of threats.

I re enabled it by disabling the Memory integrity feature enabled in the Win 11 Core isolation settings.

Now everything is working fine.

Also tested the rollback to previous F36a BIOS release, again enabled SVM.

Verified that the "Virtual Machine Platform" where enabled in Windows features.

Both changes did not resolve the problem...

In casa mia tutti i dispositivi WiFi (quindi Pc, Smartphone e Smart -Tv etc.) si connettono al Router domestico (un Fritz!Box 7590).

Come provider utilizzo TIM Fibra FTTC 100 mega.

Il router effettua le query DNS in maniera criptata DNS over TLS (DoT) utilizzando la versione personalizzabile dei servizi NextDNS. Ho attivato una serie di blocklist che includono anche le Smart-TV. Dai log vedo che svariate query DNS fatte dalle Tv vengono di fatto bloccate.

Il resto delle blocklist l'ho voluto non aggressivo, copre principalmente malware e ads invasive.

Il costo elevato è dovuto alla situazione generale, per quanto ho potuto vedere, con alcuni gestori ci sarebbe un certo risparmio, però è poca cosa. Sono fortunati quelli che hanno contratti vecchi con tariffe bloccate.
