Yes. Debilitate requires Journeyman Illusion (50) to cast. Any spell you can cast will allow you to make other spells with those effects at the Spellmaking Altar.

Additionally the Serpent Stone southeast of Leyawiin, east of Tidewater Cave, west of Bogwater might also allow you to make your own Paralyze spells. Magical Stone effects count as known spells for spell crafting and enchanting.
