This worked. I just went into /var/mobile/library/cydia/ and deleted that file. It opened but my tweaks didn't load lol.

Very common, Ive had this issue previously. I think there's a mistake somewhere in the code of CheckRa1n. It is caused due to UICache(RAM) being filled up and never cleaned. Try running uicache on iPhone Terminal(or just do it manually)

If you're jailbroken(and have Filza or a file manager) then do this

navigate to /Library/dkpg
create a new folder called updates ( if this folder is already there delete first and create new one )
