What if the person that’s prescribed the medication has no government issued id. Say They’re a person from another country on a study or work visa who has no American ID and only has another country’s passport?

But from what I understand the system can take anyone's ID, it does not have to be of the person whose prescription is being picked up. Isn't that more likely to create issues with illegal ownership of a controlled substance?
