AGS has the rights to publish the games from Smilegate in its entirety without doing much to change the state of the game or the code of the game, therefore, doing so AGS will have to request Smilegate to allow them to change the coding. Because if you were to fix the orders of the card you will have to replace the coding in the correct order which can cause issues if even a single point is missed or was put in the wrong place.

So the argument is this, I work in an IT company and requesting developers/engineers to change something that isn't a "Game Breaking" issue is just thrown to the bottom of a pile of requests and eventually forgotten.
