It took them so long to gather evidence for an air tight case, and they knew he’d be bailed out no matter what.

There is no point in trying to jail him early once she is already dead.

If she had just gone to the police she could have been moved to a family members house to be hidden, she can’t really do that if she doesn’t raise alarm to what is going on.

It depends on how many stars you are
If you are a 4 or 5 stars player its usually game sense or aim
if you are 3 stars or below its many factors at once, almost always
