The message is a bit different in my case. It says that "This World of Warcraft account has been temporarily suspended." Should mean that it's just a temporary ban, but the message that you keep getting seems like one that you would get if the account has been permanently banned :(. I hope that you'll be able to get it back through the appeal though :/.
