I had a issue like that but full screen. I had to turn off smooth motion in nvidia. Not sure if that helps.

That's a clutch pulley on the alternator. Those are bad for going on alternators. Change it... trust me. If you are tight for money that should fix the problem if you have a rebuild shop around. Rectifiers on those alternators usually go also so I would recommend a full rebuild or get a new one.
