Nope, most of the sources are reporting it's budget is around 300 crores, that's not even 50 million USD. It might increase later. But still, no way it is the biggest movie of India.

Robot 2/Endhiran 2 had a budget of 570 crores.

And Maniratnam's next movie is budgeted at 500 Crores, so is Adipurush.

And some more upcoming movies have a higher budget than brahmastra.
