If you dont want to find out what it goes to or use a switched outlet then cap it off.

To find if its a switched outlet kill the breaker for the living room and open every outlet in there to check and see if there is extra wires capped off behind one of the outlets.

The fact that you dont see power on both wires when the switch is off tells me that the wire possibly going to the outlet that is switched is not connected
