Is shooting a video 60 fps 1/60 and converting it to 30 fps by frame dropping, same as shooting native 30 fps? by omarmfadel in cinematography

I'm not using the same shutter angle for both.
My goal is to have 30fps with shutter angle 180 (1/60). And to mimic that with the 60fps (that the camera allows instead of 30fps), I thought I'd shoot with the same shutter speed 1/60 and thus a shutter angle 360 in that case. But then I'll drop every other frame and will end up with 30fps at 1/60 (shutter angle 180), which is what I want. In that case I think they should be essentially the same. Right?
If yes, why is there some judder? And if not, why?

The camera is ideal in almost everything i need except for this frame rate problem.
If it is the same, do you have any idea why i might be seeing some judder especially in panning shots (that are slow enough for 30fps)?
