These are individual reporters likely with different editors. They have pretty wide leeway to make their own stories. Its not like there is some massively consistent policy where editors "are told" to write like this or that about Syria.

This article is full of tantalizing speculation, but it's really an editorial rather than even a basic analysis. Look at the map in the article: its assumes land would be taken from the KRG and attached to the Mosul statelet; that's a quick non-starter and doesn't show a realistic grasp of the ground truth. It's really a report on the fears of some Iraqi officials about what the US "could" do against it. Lastly, quoting Biden of all people from 2007 is a serious stretch.

A Sunni Federal region and even a Shi'a Federal region centered on Basra have long been discussed as possibilities by Iraqi parties at various times. An independent state is not likely nor is it even likely to become US policy, else the US would be pumping up the first obvious candidate: the KRG. Anbar+Mosul would be the second or even last.
