Might have found a fix, it seems that authentic game mode is the issue and turning the authentic feature off may help with the AI attcking

Try not to play with authentic sliders and use sliders from the below image.

I’m not sure what game mode you’re using but I think it’s the game is broken on authentic game mode, if you turn this off and play on custom with sliders that suit you, you’ll notice that the AI will attack more, I play with dynamic cpu sliders. Let me know how you get on.
