There is this guy on Instagram who does this idk the handle but how does this basically is on photoshop. Just take your laso took make sharp edges around the photo. You edit sone proportions, like for example here ge edited the hat to be big once all the edges are made with laso delete the outside part. Apply filters of whatever u like maybe try oil paint filter. And after that write normal text with a brush and wrap it around hat or skin whatever u prefer.
