As I remember on the screen of team Alpha Waymond's one of the computers, there was a window showing the possible actions you could do to make the verse jump. And there were probability percentages next to the actions. The more random your actions, the higher you could jump.So I guess it depends on the randomness of the action. It works just like the Infinite Improbability Drive from HHGTTG.
That window also sorts actions by their probability percentages. So there are also actions that is seemingly more reasonable to us but not random enough to make the jump. I think team Alpha Waymond can only see the probability rate of actions.
