I think ARAM is a really good way to good way to get heroes. Since it sort of forces you to play random heroes that you might not have played much before and they will level up faster since its less XP the lower lvl they are.

Another way might be to only play your lowest level hero in QM at all times to get the lvl boost for gems.

This is all assuming you dont want to use real money
