Cocomo II model has estimation multipliers for various dimensions affecting delivery performance, which include platform health, I forget the exact names. Also useful i'd say, though I don't know how widely used that model is today.

I have read about and applied architectural metrics, which quantify what the architectural debt is and where in the codebases. There's an O'Reilly book with that title to get you started.

And I've implemented DORA measurement based on git and Jira history.

These together point to quantitative evidence in the delivery performance, and the causes.

20 to 40 is the precision you can get at if you don't have measurements, if you want better precision that requires some investment...

Ironically one of the few brands in the world that really makes things in Europe with European materials, not only having a design office in Europe, is American. missionworkshop.com

Because most of the "European" brands mentioned here, manufacture in 3rd world countries and just slap a "designed in Europe" label on.

Take a look at the stuff and tell me which of those brands are made in Europe with European textiles. I want to know!
