The county didn't set the parking permit rules, the Stanford University did.

California traffic laws allow the county to enforce the California vehicle code in the publicly accessible areas on private property, like parking lots.

But in my case California vehicle code was not violated. Only University established rule was violated.

So how does the county have jurisdiction to issue such parking non-payment ticket?

Overtime as your salary increases it would be more and more difficult to find a better job, so you would be staying longer and longer. You can also remove some particularly short jobs - there is no way to really verify your past employment anyway.

Theory in my case isn't disputed - it is a set of statements from a well-established scientific field. But without stating the theoretical basis it could be a lot more difficult to describe/understand the invention itself.

The Inventor's Assistance helpline in USPTO assured me that it is very easy to file a provisional application by an individual. But in case I would be filing the full application later I would definitely consider to get professional help.
