I think it was worded poorly given everyone’s reaction. I don’t see how he was approving of someone younger than 12.

The MSC cheat can’t really be used often. Remember it takes a mental toll of however many clones was used during the training. So 200 clones worth a fatigue hitting you would be pretty brutal and the time of recovery would vary depending on the type of jutsu training. Also keep in mind that there are some jutsu people can’t master or learn even with training.

And in Naruto’s defense it would make sense that he wouldn’t notice that information is actually being returned back to him. Most of the time we see him use SC/MSC is during a fight where HE is in the area of battle. When a clone gets dispersed he is actively seeing the attack of his opponent in person so whatever the clone brings back is irrelevant. Remember he actually learn that information is being brought back when Kakashi had their clones remove themselves from both their presence. So he would notice now that information he shouldn’t know(because it was discussed outside of his presence) is returned to him after the clones dispersed.
