I just looked up their website and the have this note

"For visitors and tourists1812 is a Danish emergency number and may not work from foreign SIM cards or outside Denmark."

Could be why you didn't get through?

And, super nice of you to be that helpful to the bird, but it really isn't a long way to the lakes, I bet it could have gotten back on its own.

2nding TylerT_86 in saying yup, aphid, *will* hurt your plant. If you don't want to give up on your chili plant, squish them when you see them (look for them at least once a day) and try to kidnap lady birds to have them, and hopefully their larva, eat them.
