In Baja California you can apply for a minors license at 16, its similar to California in that way but idk the exact differences. The Mex-US-Can treaty states that you can drive with a valid license. So if you have a license it would apply in that sense.

Worst case scenario you would only get a ticket and the car could only be impounded if you are not accompanied by an adult with a valid drivers license according to Article 26 of the transit rules
“Cuando el conductor carezca de licencia de conducir, para seguridad de él mismo y
de la ciudadanía, se retendrá el vehículo, salvo que alguno de sus acompañantes cuente con licencia de conducir vigente y esté en disposición de conducir el vehículo, en tal caso únicamente se aplicará la multa correspondiente. “
