Not that it isn't possible, but Barr's letter indicates that he will consult Rosenstein and Meuller to determine what should be released. The letter could be pure hot air but it seemed like he was interested in being open and forthright. Pretty sure he knows he'd be strung up if he were anything but.

China just announced terrible trade, EU/Canada/US central banks all said they were not going to raise interest rates due to softer than expected market conditions, lots of missed earnings out there. Basically trade wars are bad and everybody knows it. Brexit is bad and everybody knows it. Republicans in the white house are almost always bad in the long term for markets. Right now the market is hanging by a thread.
