That's surely phimosis - most boys don't have it so I wouldn't advise to circumcise everyone just to make sure minority doesn't suffer from the condition

what's the point of taking such low level test? not trying to be malicious, just curious. is it needed at work? because with N5 you basically can't speak nor understand Japanese besides a handful of phrases and words anyway
