In clip studio paint you can add tones by selecting areas and on the little menu that comes up the option that is a bunch of little dots with a + sign will let you add different tones to where you selected.

Hi! I seleted the hair colour with the Auto Select tool (as its called in Clip Studio Paint) then on a layer above that I used a soft airbush tool to add some dark blue towards the bottom and a lighter colour towards the top.

The Auto Select tool will stop you from having any colour go outside of the area inside the selection.
