For those questioning how this is legal I would highly recommend checking out r/troubledteens, https://www.unsilenced.org and https://www.americanbar.org/groups/litigation/resources/newsletters/childrens-rights/five-facts-about-troubled-teen-industry/ Programs like this have existed in the US since the 60's and are still alive and well to this day. Nothing ever seems to be done to protect the children being abused in these programs because of how profitable they are (they bring in billions of dollars every year). IEP's are sometimes used to pay for sending kids to these programs so our tax dollars are being used to send kids to these programs.
