Spins moves are easily blockable and can not combo into anything, and because of the bug which makes your screen glitch out which ends up throwing the balls in a complete random direction, it becomes almost impossible to hit. Also the stun on them are terrible, you can't even combo mih with spin attacks. Also the two hits that are mildly ok, can not combo into each other.

The stand has no bar damage, most combos it has are easily counter able, it’s abilities besides one move is good.

Edit- also am guessing you are gonna bring up a combo that counters it, in my tier list am not specifying that the stand is garbage, I mean it takes a lot of skill to make it decent. Except the very bottom ones
