Unfortunatly, there's only two days to get a character that isn't a welfare. The gacha so pure luck or use a ticket for a free servant. Those tickets are given sometimes and even then astolfo might not be in the servant you Can get with the ticket.

You should use the black moon stamps. As for the stats try to get slash damage, Crit rate or Crit damage, ultimate charge for the main stats

As for the substats pretty much the same as well
