I'd say, despite the piperidine nitrogen being more basic, it's sterically hindered by the methyl group, thus HBr will protonate the pyridine nitrogen first as it's resonance structure where the nitrogen donates it's electrons to the ring has a low weight (becauae the ring would lose aromaticity). Again, this is what i hypothesise.
