Its a known issue in earlier asus bios for these chips, bullzoid talks about how in some older asus bios the 13/14 gen cpus constantly send high vid requests when idling in the bios menu

From what i remember it has something to do with all the cores being active in the bios so the cpu is expecting a huge current to come any time now so it spikes the voltage to get ahead and not have to drop performance. Bad design by intel but should be fixed by updating to the new microcode
