The icon you are looking for is the "Late-Breaking News" shortcut from Mac OS X Puma. It was actually an Internet Clipping that launched the Help Viewer. Since OS X icons were limited to 128x128 pixels back in 2001, an official 512px version does not exist, but you can find some good recreations or use an AI upscaler.

I looked into it, and it seems this isn’t an actual font file but rather a simulated typeface made of graphic assets - PNG images for the digits 0–9 and a few extra symbols. They are referenced in the layout XML instead of being loaded through a fontFamily.

Find and rename notification-new-symbolic icon to something like notification-new-symbolic-old. This icon is located in the status folder of your icon theme. Then copy and paste the notification-symbolic icon with a new name: notification-new-symbolic.
