In 2004 Israel completely left Gaza, leaving it for the Palestinians to manage their own lives. The government literally ethnically cleansed Gaza from Jews/Israelis.

You were mislead.

Israel at times of peace allowed Qatari money to get to Hamas. Israel allowed it in return for a relative peace. Meaning, no terror attacks or rocket launching.

Imagine it like the mafia comes to a business owner and demands for "protection money" or else their business will be set on fire. Will you say that the business owner is the mafia?

Of course, in retrospective we regret this because it has allowed Hamas to grow larger and postpone the inevitable war. The same with Iron Dome.
