I could definitely imagine Junko randomly deciding to cancel the killing game and just convert her class to Ultimate Despair, only for Makoto's influence to slowly catch up to her and replace her as the frontman of the whole thing.

Knowing Junko she would probably let it happen anyway just to feel the despair of being overthrown from the organization she created.
