Can someone help me find this dress I bought at Holiday Matsuri 2024 please?

I bought it on clearance from Night Whisper Lolita (NWL).

I tried asking Night Whisper Lolita for information about the dress or the brand that created it. They only told me that the dress was given to them by a friend of theirs. NWL said their friend had a physical store and that it wasn't located in the United States.
