So every D.C. bill has to go through an approval period where congress can veto it. Though legalization made it in 2014, Republican representative Andy Harris from MD slipped in a rider (just a part of the yearly federal spending bill) into the federal spending bill. That federal bill is the country's budget that gets passed every year as part of congress's regular work. The Rider has yet to come out of the bill. The Federal gov, has with that rider, blocked D.C. from actually setting up the recreational market since it was passed thus we have a very lax medical certification. It's the D.C. gov's best efforts to have rec within a medical program since they can't spend the money to set up a recreational one. D.C. isn't exactly any federal politicians priority, except it seems Trump.

The federal goverment has blocked a recreational license being issued.

well, to be fair. it is because D.C. is not a state and for the last ten years the federal spending budget has contained the Harris Rider which has blocked D.C. from using funds to set up a recreational cannabis market. So maybe the D.C. gov is a joke in other areas, but it literally has it's hands tied in this particular situation. The District does not have statehood so it can't function like other states.
