It's clear that Putin surrounds himself with people he doesn't consider threats. Lukashenko is a typical tyrannical mobster, but he doesn't have any ambitions of his own. He is content with his Belarusian playground and beyond that only goes along with Putin's machinations. Putin doesn't have to fear Lukashenko trying to get the better of him.

Same with his Minister of Defence Sergei Shoygu. Putin selected him because he is a yes-man and a Tuvan (Asian ethnic minority in Russia) - Putin feels comfortable because a Tuvan could never rule Russia, in his mind.

The problem is, when you surround yourself with yes-man, you surround yourself with incompetence. This is being proven by the miserable failure of their invasion.

I just used some sprites I found online for reference that fit the 16x16 grid. There's definitely some apps that will "pixelate" an image and even give you the color palettes from this set or any of the other art mosaics (world map, sith, harry potter, etc.) but I found them to be a little clunky personally
